This is not a "quirk" but a relatively well documented hardware constraint known as memory (execution) protection.

I guess the mistake was derived from new users using as template a category like they have seen in most other links under "TI-83 Plus Family" section.
Is an admin able to change this to page instead of creating a page and deleting the category?
