This is not a no-op. I don't know what it does, but it very definitely has a function in the 1.15 - 1.18 OSes (haven't checked 1.19 yet.) Since it was introduced in 1.15, it probably has something to do with the keyboard.

Anyway, it definitely has nothing to do with the no-op B_CALLs in the boot code, which have been no-ops since the Beginning of Time, or at least since 83+ boot code 1.00.
